France Hits 100,000 Electric Charging Stations: What Comes Next for EV Infrastructure

The number is finally real. France crossed the 100,000 charging point threshold in early May 2023. It took a few months longer than originally planned. The deadline shifted from late 2021 to late 2022, and then slipped again. But the milestone stands. The country now boasts one of the most robust charging networks in Europe.

Clément Molizon, director general of Avere France—the industry association representing manufacturers and operators in the sector—called it a “real accomplishment.” The message is clear. The deployment phase is working. It is time to shift the narrative from missed deadlines to positive progress.

“It is time to have a positive message and reassure people about the state of deployments.”

This achievement places France in a strong position. It is the second-best equipped nation in the European Union by total count. The only country ahead is the Netherlands. Despite being significantly smaller in land mass, the Dutch have a denser network relative to their size. Germany, which briefly held the lead a few months ago, now trails France.

The scale matters. France is the largest country in the EU by surface area. Covering that geography with infrastructure is a logistical nightmare. Doing it well is an achievement.

The Gap Between Total Points and Speed

There is a catch. The headline number hides a structural imbalance. Most of these 100,000 points are slow chargers. They sit in parking lots, shopping centers, and residential buildings. They are for topping up overnight or during a workday.

Fast charging remains a minority.

This is the critical bottleneck for wider EV adoption. Long-distance travelers need high-power DC (Direct Current) chargers. They need to stop for 20 minutes and get 80% battery, not six hours of plugging in. The current network is heavily skewed toward destination charging. The rapid chargers required for highway travel are not yet at the scale needed for mass adoption.

Emmanuel Macron has set the next target. The government wants 400,000 charging points by 2030. That is a four-fold increase. It is an aggressive goal. The European Commission’s deadline for banning new internal combustion engine car sales is 2035. The infrastructure must be ready before the ban hits.

Avere offers a slightly different range. They estimate a need between 330,000 and 480,000 points by the end of the decade. The variance reflects uncertainty in adoption rates and charging speeds.

Why the Push for Speed Matters

The 2035 zero-emission mandate is the driver. Car manufacturers are legally obligated to sell only zero-emission vehicles in Europe by then. They cannot sell a single new gasoline or diesel car.

But consumers will not buy electric vehicles if they fear range anxiety. They fear getting stranded. They fear waiting hours to charge. The industry needs to remove that friction.

Deploying more chargers is not just about convenience. It is about demand creation. If you make charging easy and fast, more people will buy EVs. If the network stays sparse and slow, sales will plateau.

The success of the first 100,000

Quality Over Quantity in Fast Charging

Adding more plugs to the grid sounds like a solid plan until you realize most of them are slow. That is the core warning coming from operators like Powerdot. Matthieu Dischamps, their French managing director, puts it bluntly. We are obsessed with hitting quantity targets. Good. But the actual quality of that charge matters just as much.

Right now, France lags behind. Roughly 10% of charging points are classified as fast charging. We are talking about stations pushing more than 50 kW. These are your 20-to-30-minute stops. You plug in, grab a coffee, pay about 30 euros depending on battery size, and head out. Compare that to Germany. They sit closer to 18%. Dischamps argues France needs to hit 20% to match actual demand.

The numbers looming ahead make that gap look dangerous.

“There are currently 1.3 million electric vehicles in France. The projection is 13 million by 2030.”

That is a tenfold increase. The infrastructure needs to reflect that velocity. Think about a supermarket trip. You are there for groceries. You expect to be back on the road in 30 to 40 minutes. You do not want to wait two hours. Currently, these high-speed hubs are mostly confined to highways. Networks like APRR and Area have equipped 100% of their rest areas. That works out to a charging station every 30 kilometers. It is a solid start. But is it enough for the electric wave crashing in?

The Cost of Reliability

Building these stations is not cheap. It is expensive. And it requires heavy capital upfront. On highways, you cannot build small. The stations must be overdimensioned. Why? Because of the weekend chaos. The chassé-croisé —those massive holiday travel weekends—create traffic jams and charging bottlenecks. If the grid cannot handle the surge, the whole system clogs.

Clément Molizon puts it in perspective. The profitability is not immediate. It is a long-term play. Investors need government support while the electric vehicle park densifies. Dischamps breaks down the actual cost. Each site costs between 200,000 and 500,000 euros to deploy. Powerdot currently has 1,000 sites in the pipeline. That is a staggering amount of capital locked in concrete and copper.

Then there is the reliability issue. It is the elephant in the room. Public charging points are notoriously unreliable. Many are broken. Many are offline. Drivers constantly report headaches trying to charge. A network that does not work is worse than no network. It erodes trust.

To fix this, France has a secret weapon. Enedis. They are the distribution network operator. Dischamps calls them the fastest in Europe. Powerdot operates in five European countries, and the speed of connecting stations to the grid varies wildly by region. In France, Enedis moves fast. That speed of connection is what will actually condition the deployment of these infrastructures. Without that grid speed, the physical stations are just expensive paperweights. The race is not just about installation anymore. It is about keeping them alive and connected. The hardware is getting bigger. The grid needs to keep up.
